In one of the best post I've read lately, Management's Dirty Little Secret - How to Increase Employee Engagement , Gary Hamel analyzes an international survey on the involvement of employees with their company, the results are frankly disappointing. In his view the reasons may be threefold: that managers are unaware of the circumstances, who know but do not care or who know and care about, but they can not do anything about it. Go deep in the second case and based on the example of Apple, concluded that knowledge quickly becomes a commodity and what actually provides a competitive advantage is the ability to generate new visions and build new knowledge, for which employees are required proactive, creative and enthusiastic. Is very explicit in stating the need to move from a knowledge economy to a creative economy .

It has been many years since I first read the Foundation trilogy ( Foundation, Foundation and Empire , Second foundation) of Isaac Asimov . Actually it's been many years since I read it last. The first reading of the trilogy hit on my adolescent mind, hot iron filming a series of concepts that I have not entirely forgotten. Among them I especially remember the three laws of robotics and psychohistory. When later I studied quantum mechanics could see the Psychohistory somehow extended to people the concept that this branch of statistical physics applied to electrons. The trilogy also made it clear to me the role of missionaries and merchants in the conquest of new territories, as important as that of the warriors.
The spell broke when I read the first of the sequels, I think it was called limits Foundation, which Asimov himself wrote thirty years after the original trilogy. I do not know if sequelae qualified the message of this first, but I disappointed because I did not read any more. The moral of this then came to that men alone were unable to achieve a prosperous and happy, and that only the domain of the machines in the service of man, but sending the final analysis, be able to ensure a society. This lack of confidence in the man I was disheartening. I was puzzled, bewildered, disappointed, disillusioned and, above all, angry. I never went back to read a word of Asimov.
Well now it seems that Asimov has many followers among theorists and builders of open government. The furor aroused by the concept of government as a platform coined by Tim O'Reilly has followed the directive on Open Government Obama administration. O'Reilly advocates the self-service, in the release of public information for citizens and businesses help themselves. And the directive on the same line, provides detailed recommendations on the reuse of public data while issues such as participation and collaboration is much less specific and simply leave autonomy to the various agencies to experiment.
And is that the issue of public data reuse is the most easy and less transformative potential of open government. In fact they are purely technological projects that do not require people to communicate, collaborate and participate in an common project. You only need to involve citizens and businesses to develop applications. But to publicize the initiative and reward the best development is sufficient. These projects do not address the key factor, the truly revolutionary transformer and open management: participation and collaboration among people inside and outside the administration. And the closer people, less reliance is placed on them. The literature abounds in promoting, involve and engage citizens and businesses. But it does the same extent in relation to public employees, when in fact they should be the face, eyes, ears and mouth of any administration you want to open outwards.
The approach is correct if you are looking for initiatives that bring quick results without much effort, in parallel with long-term actions begin to seek the commitment of public employees on par with the involvement of citizens and businesses. Otherwise we call school to open management Asimov, the O'Reilly platform and reuse of public data as the only way. School that actually applies the timeless method Lampedusa: that everything changes so that everything remains as is.

Returning to the theme of the book, the truth is I'm still reading, in fact I have not spent even half, but only this, is exceeding my expectations. Not only is giving me many ideas and confirming others that were around me in the mind on the subject in question. Especially is doing because the issues involved and the implementation of the ideas raised beyond the strict scope of design presentations and even to plunge into personal management and organizations. During parts of the reading I have come to the head design thinking.
An example is the chapter on planning the presentation, the author called analog because it was recommended that computer, pencil, paper and board. It seeks to establish the main ideas and supporting the presentation. Among the key concepts is necessary to provide for carrying out this task is that of restrictions: time, budgets, customer constraints, etc. Garr sees the restrictions with a liberating factor that helps us something fundamental: to simplify the presentation to keep it the really fundamental and dispense with the accessory. Boasting affinity with the Slow Movement, I have taken a couple of weeks to re-read the Ministerial Declaration on eGovernment which was approved by ministers authorities of the European Union countries and other neighboring countries in the Ministerial Conference on eGovernment recently held in Malmö. At this time I also read some views on the Declaration, some more positive, such as Andrés Nin and other not so much as that of Andrea Di Maio .
My first perception of the statement is obvious, and that is fundamentally about eGovernment. The eGovernment and eGovernment is an issue as to fully present application but not in concept. The fact that in 2010 almost need a statement eGovernment suggests that in the whole Union, and neighbors are not as advanced as we thought. However, from the point of view of eGovernment, the statement is impeccable. Does not miss any of the issues and key recommendations: administrative collaboration, open specifications, free software, multichannel, inclusive, developed from the needs of citizens, etc. And green. However, the declaration also includes explicit references to concepts from the OpenGovernment, it matters which now occupies the center of debate between the vanguards of public affairs. The issue put on the agenda of the Conference Declaration Open to Public Services European (in other post can read it in Castilian) an open group of people prepared through a participatory and David Osimo presented at the Conference itself. This is the most innovative part of the Ministerial Declaration and is materialized in the first of the major objectives set, relative to the empowerment of citizens through, among other factors, the cooperation of the Administration with companies, individual citizens and civil society in general to develop public services, the reuse of public data, as well as transparency in public policy development and stakeholder participation in it.
addition, the Declaration also stresses the need to encourage innovation and training of public employees as a way to increase the effectiveness and efficiency of services and the European Commission recommended to continue to encourage the exchange of experience between them, businesses and citizens.
