In his view the reasons may be threefold: that managers are unaware of the circumstances, who know but do not care or who know and care about, but they can not do anything about it. You only need to involve citizens and businesses to develop applications. But to publicize the initiative and reward the best development is sufficient. These projects do not address the key factor, the truly revolutionary transformer and open management: participation and collaboration among people inside and outside the administration. And the closer people, less reliance is placed on them. The literature abounds in promoting, involve and engage citizens and businesses.
