Asimov School
It has been many years since I first read the Foundation trilogy ( Foundation, Foundation and Empire , Second foundation) of Isaac Asimov . Actually it's been many years since I read it last. The first reading of the trilogy hit on my adolescent mind, hot iron filming a series of concepts that I have not entirely forgotten. Among them I especially remember the three laws of robotics and psychohistory. When later I studied quantum mechanics could see the Psychohistory somehow extended to people the concept that this branch of statistical physics applied to electrons. The trilogy also made it clear to me the role of missionaries and merchants in the conquest of new territories, as important as that of the warriors.
The spell broke when I read the first of the sequels, I think it was called limits Foundation, which Asimov himself wrote thirty years after the original trilogy. I do not know if sequelae qualified the message of this first, but I disappointed because I did not read any more. The moral of this then came to that men alone were unable to achieve a prosperous and happy, and that only the domain of the machines in the service of man, but sending the final analysis, be able to ensure a society. This lack of confidence in the man I was disheartening. I was puzzled, bewildered, disappointed, disillusioned and, above all, angry. I never went back to read a word of Asimov.
Well now it seems that Asimov has many followers among theorists and builders of open government. The furor aroused by the concept of government as a platform coined by Tim O'Reilly has followed the directive on Open Government Obama administration. O'Reilly advocates the self-service, in the release of public information for citizens and businesses help themselves. And the directive on the same line, provides detailed recommendations on the reuse of public data while issues such as participation and collaboration is much less specific and simply leave autonomy to the various agencies to experiment.
And is that the issue of public data reuse is the most easy and less transformative potential of open government. In fact they are purely technological projects that do not require people to communicate, collaborate and participate in an common project. You only need to involve citizens and businesses to develop applications. But to publicize the initiative and reward the best development is sufficient. These projects do not address the key factor, the truly revolutionary transformer and open management: participation and collaboration among people inside and outside the administration. And the closer people, less reliance is placed on them. The literature abounds in promoting, involve and engage citizens and businesses. But it does the same extent in relation to public employees, when in fact they should be the face, eyes, ears and mouth of any administration you want to open outwards.
The approach is correct if you are looking for initiatives that bring quick results without much effort, in parallel with long-term actions begin to seek the commitment of public employees on par with the involvement of citizens and businesses. Otherwise we call school to open management Asimov, the O'Reilly platform and reuse of public data as the only way. School that actually applies the timeless method Lampedusa: that everything changes so that everything remains as is.
