A personal chronicle of the presentation of Irekia
Yesterday I had the opportunity to attend the presentation of Irekia , the portal for citizen participation that has launched the Basque Government. The event was visually and aesthetically appealing. Lehendakari addition, Patxi López, was attended by several directors of the Government, in line with the participatory philosophy Irekia , responded to questions from the public. In Initially questions were recorded on the street. Impinged on topics of general scope which were answered by competent counsel in the matter. I do not know how far they were prepared questions and answers.
Downstream were attending the event themselves that question directly. The crowd consisted of people in the field of internet and this was reflected in matters having a bearing on the questions, much more focused on self Irekia , OpenGovernment policy undertaken by the Basque government and citizen participation in general . This phase was much more dynamic and spontaneous. Questions were not always comfortable, although some respondents spoke lehendakari himself and the Minister of Justice and Public Administration, Idoia Mendia, the spotlight shifted to the director of Open Government and Communication in the Internet, Nagore de los Rios, primarily responsible for ; Irekia . Occasionally intervened Citizen's director, Alberto Ortiz de Zarate (@ alorza), when a question referred to the recent opening statement data. It missed the Minister of Education, Universities and Research, since some of the questions were related to technology policy and 2.0 of his department.
Recalling
specific questions, lehendakari vein had to take his politics when he questioned @ ketari by the Government's position regarding participation 1.0 tool such as the referendum. @ Agirregabiria became interested in the incidence of 2.0 initiatives in Education on the formation of a more participatory. I strive to remember, but I have very clear what was the response. @ MrLugosi asked about the strategy to adopt to attract participation. Nagore de los Rios said that while there was no clear strategy was very important to be aware that participation will be limited initially and that the initiative require patience and perseverance. Nagore also said the flow would follow the proposals and questions, even when they refer to powers of other institutions, this very pertinent question if we want citizens to have to do a master apparatus of institutional competencies to participate. @ Dakalito brought up the alleged use partisan opposition could make a platform as well.
Parallel to questions and answers are developing a virtual debate on Twitter it was possible to follow a front screen without any censorship. The problem was that the large number of messages with the tag # Irekia made soft drinks occur so quickly that it was sometimes impossible to read all the contributions. Blessed problem.
In short, good intentions and purposes, support at the highest level and a running tool. Moderate expectations about the role of the public. But nothing was talked about steps to ensure that workers and administration officials are receptive to such participation. In the end the devil may be in the details.
